Real weight or volumetric weight?
The real weight is what your scale shows. The volumetric weight reflects the space your goods take up in the plane or truck.
The carrier bills whichever is higher: that's the chargeable weight. A pallet of light cushions therefore costs a lot by air, while a dense crate of metal parts is billed at its real weight.

How to lower the bill
Reduce empty space: tightly fitted cartons, nested products, optimized dunnage. Every centimeter saved in height directly reduces the billed volume.
Ask the factory for the final packing list before confirming a rate: dimensions announced before production almost always change.
By sea, crossing a volume threshold (e.g. into a 20" container) can lower the cost per m³: it's worth simulating.
